If I don’t highlight Photoshop, it becomes smooth again. It’s really infuriating. I tried Illustrator and it doesn’t have this issue. I don’t have plug-ins installed.

I’ve also tried turning on and off overscroll and animated zoom, nothing changed. Uninstalled and removed preferences , and reinstalled again. Pen lag is gone. Issue came back a few minutes later.

Tried to revert the latest quality update since the issue started around the same time , but still nothing.
